Changes to the implementation rules for the issuance and receipt of electronic invoices and guidelines for simplified invoices announced.
On 30 May 2019, the Italian Tax Authorities (ITA) issued Protocol No. 164664/2019, amending Protocol No. 89757/2018 of 30 April 2018 (this provided the implementation rules for the issuance and receipt of electronic invoices).
Electronic invoices must be issued/received through the ITA SdI system (sistema di interscambio).
From 1 July 2019 (previously 31 May 2019), qualifying taxable persons and their representatives can consult and download issued and received electronic invoices through a specific online service available on the ITA website, provided they adhere to the service by 31 October 2019 (previously 2 September 2019).
If a taxable person does not adhere to the service by 31 October 2019, they will not be able to consult the electronic invoices and related xml files will be deleted within 60 days (previously 30 days) i.e. by 30 December 2019.
If a taxable person adheres to the service, xml files will be available until 31 December of the second year following the receipt of the electronic invoice in the ITA Sdl system and will then be cancelled within 60 days (previously 30 days) from that date.
Simplified invoice update.
Under the Ministerial Decree of 10 May 2019, the threshold to issue simplified invoices has been increased from €100 to €400.
Italian simplified invoices must include:
• Date of the invoice
• Name and addresses of the vendor and customer
• Customer’s VAT number
• Vendor’s VAT number
• Unique invoice number
• Description of goods/services
• Price (to include VAT calculation)
This Decree came into effect on 24 May 2019.
